New Lisbon is a Mayor-Council city with a City Administrator with varying powers. The position of City Administrator was created in 1999 following the arrest of the Clerk-Treasurer John Statsny at that time. The Administrator took over the powers of Clerk-Treasurer and also oversaw all city operations and budgets. The first two Administrators were in place only for short periods of time due to incompatibility with the City. Carol Held, a former City Clerk of Reedsburg, WI, served as interim Clerk-Treasurer in 2001 and 2002. In 2002 the City hired Nicholas Onyszczak as City Administrator.
